An EPCG shortfall two quarters from the deadline is uncomfortable but not fatal. Most exporters have three routes, and the wrong pick can cost several times the right one.

Route 1: Push exports to close the obligation

The cleanest route, but only if the sales pipeline is real. Verify order backlog against the shortfall, factor in shipment and eBRC lag, and confirm that the exports will actually be counted under the EPCG scheme, not a different licence.

Route 2: Apply for an extension

DGFT allows an extension of up to two years on payment of a composition fee, provided a threshold of the original obligation is already met. The application must be filed inside the original obligation window. Filed late, the extension becomes a regularisation.

Route 3: Voluntary regularisation

If the pipeline is not there, voluntary regularisation before any DGFT notice is materially cheaper than after. Duty saved on the unfulfilled portion is paid back with interest, but composition penalties are avoided.

What not to do

Do not wait for the DGFT notice, and do not attempt a partial closure with mismatched shipping bills to buy time. Both increase the eventual cost.

The right call depends on which of the three routes is cheapest on a full-cost basis, including working capital, interest and the opportunity cost of the export orders. That is the conversation to have this quarter, not the next.
